Catonsville Residents Protest Whalen Development in Towson

Members of the Kendwood Garden Condo Association and nearby communities held signs outside of a county office building.

Catonsville residents continued their fight against the proposed Southwest Physicians Pavilion on Kenwood Avenue by protesting outside a Baltimore County office building in Towson Thursday morning. Roughly 10 residents of the Kenwood Gardens condominiums and nearby roads held up signs outside on West Chesapeake Avenue. The seven-story medical buidling is being developed by Whalen Properties. Many of the residents also filled a hearing room for a hearing officer's hearing as part of the Planned Unit Development process that began at 10 a.m. Linda Stroh, a resident of Stafford Drive, said traffic and the size of the development are her concerns. Whalen has more money & organization because its his business. This project has been given 19 variances.  instead of being 750 ft. away from a residential community 60-70 ft. will do. Whalen asks for extreme manipulations and Quirk delivers them.  Both say this building isn't much different than what could be built there without the PUD or these variances.  Its a lie.  Quirk's says he's not taken…   more ›

Sun: State Investigating Catonsville Development

The state is seeking records on the Southwest Physicians Pavilion developed by Whalen Properties.

The Baltimore Sun reported that eight Baltimore County agencies had their records subpoenaed by the Office of the State Prosecutor. In an article posted Thursday, the state was asking for records associated with the Southwest Physicians Pavilion, which developer Whalen Properties has proposed for Kenwood Avenue. Developer Steve Whalen told the Sun said that wasn't aware of any issues related to the development. To read the full article, go here. The proposed project is a Planned Unit Development, which allows the developer more flexibility when going through the development process. Poll: Do You Support a Medical Building on Kenwood Avenue?

Many nearby residents who spoke at a recent community input meeting were against the proposal.

At a recent community input meeting on the proposed Southwest Physicians Pavilion, many residents of the Kenwood Gardens Condominiums across the street spoke out against it. Patch wants to know, are you in support of the project? The land has been zoned commercial or OR-1 since the 1980s. Whalen Properties would like to develop roughly 2 acres of of the land for a four-story medical building that sits on top of a three-story garage. Sidewalk and road improvements will also be made to Kenwood Avenue as a result of the project, but many residents said the project would bring too much traffic to Kenwood Avenue and Wilkens Avenue. A Second New Medical Building is Proposed in Catonsville

Whalen Properties is proposing a seven-story building that will be visible from the beltway.

Another medical building could be built in Catonsville, if plans for a seven-story facility on Kenwood Avenue in Catonsville go through. Catonsville resident and developer Steve Whalen of Whalen Properties has shared his plans to various community groups after he approached Councilman Tom Quirk about the project. On the other side of Catonsville, Saint Agnes Hospital has proposed constructing a medical building on the property of the Catonsville Y. The building would include four stories of offices totalling 85,000 square feet and three stories of parking below it; it would sit on two acres of land.
