Female Body Found in Susquehanna River Wednesday is Teen Missing from Baltimore

Phylicia Barnes identified as one of two bodies pulled from Susquehanna River on Wednesday.

The female body discovered in the Susquehanna River on Wednesday morning is that of Phylicia Barnes, the 16-year-old missing from Baltimore since Dec. 28, authorities said.

The body was found just north of the Conowingo Dam on the Harford County side of the river. An unidentified male body was found three to four miles south of the dam, which is approximately 10 miles north of Havre de Grace, where the Susquehanna empties into the Chesapeake Bay.

The Maryland State Police and the Baltimore Police Department scheduled a briefing on the investigation for Thursday night at State Police Headquarters in Pikesville.

As of Wednesday night, the Maryland State Police Homicide Unit was leading the investigation into both discoveries. Both bodies were taken to the Office of the Chief Medical Examiner in Baltimore for autopsies.

The recovery of a body was by Patch Wednesday afternoon. A news release Wednesday night confirmed the discovery of two bodies in the river.

Barnes was from Monroe, NC, and was visiting her half-sister when she went missing from Northwest Baltimore three days after Christmas. Police have had few clues to work with.

The identity of the male remains unknown.

Shortly after 7:30 a.m. Wednesday, troopers crossing the Conowingo Dam via U.S. Route 1 were stopped by workers on the dam. The workers reported having seen what they thought was a body in the river near the Harford County side of the dam. Around 10 a.m., Natural Resources Police recovered the body of a woman, which was taken to the Glen Cove Marina for examination before being transported to Baltimore.

While investigating the first recovery, officials were alerted to a second body seen in the water just before 2 p.m. Boaters south of the dam found the body of a man floating in the river. Natural Resources Police recovered the body before turning it over to Maryland State Police.

Police departments in Maryland, Delaware and Pennsylvania were alerted Wednesday.

The Susquehanna River begins in Cooperstown, NY. The Conowingo Dam is the southernmost dam on the Susquehanna River, located a little less than 10 miles north of Havre de Grace. River levels Wednesday indicated no more than 15 of the 53 flood control gates were open.
