Transgender Protections Bill Moves Toward Passage

Amendment to remove controversial public accommodations language has enough votes to pass. Readers can weigh in on the subject in our poll.

 

The Baltimore County Council appears set to approve a transgender anti-discrimination bill but it will likely pass with an amendment governing the use of public accommodations, including restrooms.

A bi-partisan coalition has joined Democratic Councilman John Olszewski Sr. and Republican Councilman Todd Huff on an amendment that clarifies provisions governing the use of private and personal facilities, including bathrooms, in a bill sponsored by Councilman Tom Quirk.

Quirk's bill seeks to prevent discrimination against transgender persons in employment, housing and finance. It's similar to one passed last year in Howard County.

The bill as proposed did not require businesses to make such facilities available to transgender people but the councilman said he believed the bill would give businesses a choice.

The amendment clarifies that the law does not apply to bathrooms, locker rooms, dressing rooms or other facilities that are designated for male or female use. The change would essentially protect business owners from discrimination lawsuits.

Olszewski, a Dundalk Democrat, said, "The bathroom issue is probably the biggest issue" related to the bill. He said he introduced his amendment with the idea that both sides could work out a compromise.

"If (the amendment passes) maybe it can be worked on and a solution can be reached," said Olszewski.

Olszewski's amendment is one of four amendments given to reporters after the hearing.

A second amendment, sponsored by Bevins, a Democrat, and Perry Hall Republican Councilman David Marks, adds language that restates exemptions to the law that are already part of county code.

Another, sponsored by Olszewski and Marks, allows employers to establish rules governing appearance in the work place while allowing employees to dress in a way that is consistent with their employee's gender identity.

A final amendment, sponsored by Quirk and Bevins, seeks to define the term "gender identity and expression" as a "persistent, bona fide gender-related identity and the consistent public manifestation of that identity" in the appearance of an individual regardless of the person's sex at birth.

Quirk's bill has three co-sponsors, enough to assure passage.

The amendment sponsored by Olszewski and Huff  has three co-sponsors, including Councilwoman Cathy Bevins, a co-sponsor on Quirk's bill, and Marks.

The council is scheduled to vote on the bill and amendments Monday night at 6 p.m. at the Old Courthouse in Towson.

Olszewski discussed his amendment following more than two hours of testimony on the bill Tuesday. The hearing marked the third time opponents and proponents of the bill descended on the council to speak on the legislation in the last three weeks.

Bevins, in an earlier interview, said she supported Quirk's bill but had growing concerns about the public accommodations portion of the bill. After the hearing, the councilwoman said she heard little to change her opinion.

"My district has been calling me overwhelmingly about the public accommodations," said Bevins, an Oliver Beach Democrat. "I've heard from a lot of business owners in my district. I didn't hear anyone here who was from my district."

Council Chairwoman Vicki Almond had also expressed concerns over the public accommodations portion of the law. Following the hearing, Almond said she felt comfortable with the bill.

"I'm really trying to remember that this is legislation about equality and rights," said Almond, a Reisterstown Democrat. "I really don't think the bathroom issues is that big an issue. The bill is bigger than that."

For many business owners and county residents, concerns about public accommodations became a key issue with many testifying that the law could lead to lawsuits or criminal acts committed by men dressing as women in order to use restrooms designated for women.

Montgomery County Executive Ike Leggett, in a letter to the County Council, said his county has had no criminal issues related to passage of a similar bill in his county.

Keith Scott, president and chief executive officer of the Baltimore County Chamber of Commerce, said business owners are just "want to know how this is going to affect them and what they need to do."

"It's enough that we have to deal with Annapolis and all the tax increases we're seeing," said Scott. "The last thing we want to have to figure out is who we have to let in our bathrooms and who we don't let in out bathrooms."

Johnny Angel, a Dundalk business owner, said the bill creates problems for him.

"I would not allow a transgender man or woman to work for me or use the facilities of another (sex)," said Angel, who also brought his 7-, 6- and 5-year old children with him to testify that they would be concerned about using a bathroom with a transgender person.

Quirk, a Catonsville Democrat, said that nationally, corporations including "153 Fortune 500 companies protect transgender employees." He added that 3,000 other companies and universities and labor unions nationwide offer similar protections.

"It's corporate America that really has led the way in the protection of transgender employees," Quirk said.

Owen Smith, a transgender man, said he moved to Dundalk from Wisconsin with the desire to become an emergency medical technician. After graduating top of his class at the Community College of Baltimore County, Smith said he encountered difficulties in interviewing in person.

"They would see my face is different from my application," said Smith, who now works for Equality Maryland, an advocacy organization for lesbian, gay, bisexual, and transgender people. "My drivers license is female and my name is Heidi but I have a beard and go by Owen."

Smith said one in five transgender people have lost their jobs because their are transgender. About 12 percent have been homeless.

Smith said he lost his job because he is transgender.

"I am those statistics," he said.

Mark Patro, a Perry Hall resident and president of the Baltimore County chapter of  Parents, Families and Friends of Gays and Lesbians, compared the bill to the federal legislation protecting African Americans.

"Think for a moment about what this country would be if we passed the 1964 Civil Rights Act without allowing African Americans to use the restrooms," said Patro. "Think about that seriously. That's where we're going if you pass this amendment you're talking about."

"If you want to be Strom Thurmond or you want to be Jesse Helms then vote against this bill and the same reputation will follow you," said Patro.

Buck, you have to be realistic. Similar benign sounding bills under the guise of equal rights have already been passed in many counties and states. BC is just another notch in the LGBTQ belt.

I see David Marks is working hard on amendments to exclude religious organizations and schools and I applaud him for that. From what I can see, this bill will pass as is without David's hard work on this.

Now we have to make sure the Board of Ed. doesn't allow cross dressing on the job. That's the LGBTQs foot in the door to indoctrination. Although there is nothing in the bill that says ok to indoctrination, The LGBTQs have a system by which they get a bill like this passed & go from there. I've researched it & have documentation on it. The teacher, administrator, staffer or student cross dresses in school, the children ask why & get an explanation from them about sexual identity, they tell their parents, the parents get upset, go to the administration, the teacher brings in a lawyer the lobby group provides from their volunteer or paid staff, stands up for his/her legal rights, tolerance training is put in place with administration, faculty, staff, PTA, parents & children. After that, more instances are created by the cross dresser and INDOCTRINATION IS IN PLACE. Game over, children lost to this lifestyle & society as we know it is forever changed.

I was surprised that Owen felt discriminated against. I think perhaps the real issue was a possible perception of dishonesty of the person who interviewed him by showing up as a male, but presenting a drivers license as a female.

First of all... this IS a civil right issue! Discrimination is discrimination, and the black community (especially the *conservatives*!) does NOT own the words or the movement of "civil rights"!!

Second, not knowing Owen's situation, he's probably not able to change the gender designation on his license until he's had surgery, which is an economic form of discrimination, or that there's no mechanism in place to change it yet.

Gender is between the *ears*, my darlings.... NOT the legs!

You most likely do not consider yourself a bigot I would imagine, but that's precisely what you are being. Would you rather children be taught about hate? Intolerance? and How to discriminate against a minority that you do not fully understand and/or identify with? People go off on these emotional tangents when transgender equal rights protections are compared with the Black Civil Rights movements of the 50's and 60's, but that is precisely what it is. To even deny the parallel is to dismiss further the authenticity and validity of transgender people to live without persecution, and the fact that of course they should have the same rights as every other citizen of this country of ours. After all, this is the United States of America, "The land of the free" is it not? Whether or not this is to do with skin color or gender is neither here nor there, the same denial of equal protections under the law are applying here, and that is something that's guaranteed everyone under the 14th Amendment to the United States Constitution. Please do not let your personal phobia towards a group of people cloud your mind over what should be legal rights. If you are concerned about transgender issues, then please educate yourself. As FDR's saying goes, "the only thing we have to fear is fear itself" and that still holds as true today as that day, 79 years ago, when FRD first uttered those very same worlds during his inaugural speech back on March 4, 1933.

Disgusting?? At a certain age they should be taught that. I had health class in 9th grade that went over reproductive organs and such. That was in 1998. I graduated High School in 2002. I'm now 27 and have a family of my own. While i admit i would be hesitant on my boys learning about that stuff before i'm ready to explain it i hardly consider Transgendered and homosexual individuals "disgusting". Bottom line is this depending on how old children are they already know about gay. If you feel the need to shelter them and teach them to be bigots like you we'll never be able to move beyond this as a society and a species.

This bill is about taking rights from parents to raise their children as they see fit. It's government control at it's worst. I always thought the BC Council's job was to work on budgets, roads, community concerns of a physical nature, not to get into people's religious and moral beliefs and tell us what we should believe and who our children associate with. Remember that guy named Hitler? He did a great job of conditioning and indoctrinating the adults and children. When he finished, he had silenced the adults and the children turning their parents who wouldn't stay silent into the police for execution. Germany doesn't even have that part of history in the curriculum. We are doomed to repeat history if we don't learn from it.

Please tell us how this law would have prevented, stopped or even changed the horrific attack on Chrissy Lee Polis at a local McDonalds in Rosedale last April? Will the people who stood around laughing have stopped and helped? Please, I want to know what would change.

Further, I was quite offended by the occasional hissing by the pro-3-12 side against the opponents of this bill, surprisingly even against an ex-gay. It showed a level of intolerance that will not allow anyone to "move beyond this as a society and a species".

frankly the attack on the young woman was un warranted and someone should have stepped in and stopped it. Frankly the amount of time the suspects got was not enough. Keep in mind, justice was served in the Chrissy Polis case. That poor innocent man with a history of violence a mile long. You can't tell me a man can't fight back against girls and allows himself to be dragged around like that. I think it was a set up to get this bill in place. After all, the bill was introduced based on that incident. Step 1 in the indoctrination plot.

That point was brought up with Quirk. His answer....that's what makes them a minority and we must protect them. Well, my answer to that is....not at the cost of the most vulnerable....children and women. This whole bill is wrong and they just won't admit it. To pass a bill just to save face is wrong. I know for a fact the LGBTQ lobbyists hounded the council every waking moment, bombarded their offices with private meetings when the opposition to the bill could not get in.

The council was well conditioned by the time we even found out about the bill. It's not a waste of time for the LGBTQs. It will be well worth the while once they change society to their way of thinking.

Most of the world has moved on to believe that inclusion is more important to exclusion. Even the momentum in the Christian world have moved on. Hatred, oppression, subjugation nor stigmatization are Christian values. I think the "new" intention of Christianity is "Love your neighbor as thyself." Its been that for a while now (2000+ years or so) even thought we are just now discussing this idea.

David Taylor, you call all the hours of research and fighting this bill, whining? Don't think praying hasn't been a big part of this. We pray before working to defeat it.

Posting here is a way to stop the one sided viewpoint. If we just sat back and did nothing, this and so much more will be made law to control us. If anything, you should be thankful that anyone cared enough to try to stop this from happening.

I wonder how Christians would feel if they knew one of the Transgenders stood up and denounced the old testament, then twisted the words of Jesus Christ to suit his testimony?

What I'm thankful for is that so many people care enough to stand up for freedom and equality and against the hate that some people live by. I'm also thankful that you stood up yesterday to speak your mind - every time someone rants on like that, a dozen new supporters for the bill are created. Your simple statements of anger and fear and hate towards other people are the best example of why laws like this are needed - how can we have a just society if some are subjected to the bigotry of people like you.

I hope that those who are forcing a person to use the restroom they are born with and sexual surgery to use the women's restroom. If they are a female to male who is on testosterone and has a 24 hour shadow or full beard not traumatize their children? If an exception were made for them would that not be sexual discrimination?

despite what some opponents to equal rights have expressed, trans people are not child molesters, perverts, freaks, or satanists. they are people who have taken the courageous stance on being the men or women that they feel they have been since birth, despite having private anatomy that classifies them otherwise. they are upstanding citizens and deserve respect and equal rights like everyone else. misogynists and homophobes have issue with men who "give up their male privilege to degrade themselves as women," or women who "want to be men to gain that privilege." there is nothing wrong with being a man or a woman inherently. what is wrong is judging someone because their anatomy is different than yours or than you want theirs to be, which is none of your business to begin with. it is not a form of mental illness, it is not a disability. it is a fact of life that some of us are men and some are women and that it doesn't always physically match up. i don't think i want to see a trans man with a beard in the women's room, and i don't think men want to see trans women using the men's room, either. but that's what the proposed amendment would ensure. the option the opponents of this bill are really fighting for is the total dehumanization of transgender people (i've even heard opponents recommend euthanasia). this bill needs to pass un-amended, so that women can use the women's room despite others not knowing whether they have a penis, and vice versa. it's NO ONE ELSE'S BUSINESS!

Glad you brought that up, Brandon. I really wanted to stand up and say something after that transgender tried to belittle that brave father. You either have no idea or just don't care how much courage it took for him and his children to do that. Whether or not he/she realized it, he/she just reinforced our point that little ones are esily indoctrinated and that we don't want it in the schools. That father has every right to teach his children right from wrong. It seems the best you all can do is name call and boo and hiss when someone doesn't agree with you. That hissing at the ex-gay was just disgusting. You sounded like a bunch of snakes.

I refuse to be drawn into the complete ignorance on this comment board as I was with the last article written on this topic. However, it needs to be pointed out that the so-called "evidence" provided by Anita as proof of the LBGTQ agenda to indoctrinate young people is completly absurd. It links to a blog post of a like-minded person (about as qualified as all of the Wikipedia articles she posted as truth on the last board) who notes the workshops presented at conference to promote equality for LGBT individuals. All of the highlighted workshops, which I guess are the "proof" that LGBT people are looking to indoctrinate society are actually all workshops regarding ways to help support LGBT youth in their day to day lives. They mention schools and family because those are the primary places that these kids spend their time. The workshops are about educating people in regards to not discriminating against people who ACTUALLY ARE LGBT; they are not workshops on how to "turn" someone. They are trying to support those who have to deal with this BS every day from people like those on this board. They are trying to keep kids from killing themselves over the harassment and discrimination they face, to help them not feel hopeless when they are forced to be around people like that. And to speak in your language: God made them that way: gay, straight, transgender, etc. It's not a choice; it's not for fun; it's not to rape children in a restroom or recruit them into an all-gay army of social power. It is who they are. And they deserve every right you have. What is disgusting is the fact that they have to fight for those rights and prove why they deserve them to people like you. I wish I could propose a bill that would take all of your basic human rights away and then force you to prove that you don't plan to recruit the world into your way of ignorant, bigoted thinking just so you can (legally) walk into a restroom in order to (illegally) assault someone. ARRGGHHHHH!

Well – I sure am glad to learn that trans people don’t already have to use rest rooms. This law would give them bladders. They of course do. And have been doing so since us grandparents were kids.

You’re worried about something happening in the future that has been happening as long as you’ve been alive. To no ones harm. These laws have been around in other locales for over three decades without any of the nonsense happening that people are ginning up. And nothing in a nondiscrim law stops a crime from still being a crime. Some non transgender criminal is really going to think - "hey - I should just tell the police I'm transgender & I'll get away with it!" ? Just like they can say know - religion is covered by these laws - if I say I'm Lutheran - I can get away wit breaking any law I want! Sweet!

I’d be much more worried about my grandkids seeing someone like Ms. Polis being assaulted – and being at risk for being around those assaulting her.

And be more worried about the loss of human potential caused by discrimination. You would think conservatives would support things that help keep people off the safety net.

Anita - I'm not asking anything about your personal life or your spare time, and I wouldn't consider it fair to pry like that anyway. If you don't want to talk about your employment for Andy Harris, then don't, it's not my concern here anyway. I just want to see everyone being protected and treated equally in the eyes of the law (people are still free to discriminate at home of course).

An "Equal Accommodations" Bill that doesn't include bathrooms is NOT Equal at all; and actually would be utterly useless! Further, instead of avoiding "frivolous" lawsuits, a stripped-down Bill would only create a scenario where your jurisdiction would be at risk of incurring them, since Transgender persons who visit there might sue to make the point that your current public policies are tragically unenlightened, illogically unjust and needlessly oppressive. In some cases, they could even be proven to be unconstitutional.

Why should the "onus" be upon tax-paying, law-abiding Transgender people - whose existence and identities incidentally are NOT against the law? Generalistic claims that Trans-folks as a people-group are somehow prone to commit bathroom assualts are nothing more than libelous, slanderous, deformation of their collective character.

In Colorado, we've had a STATEWIDE equal accommodations law (SB 200 -08) that includes more than just bathrooms in ALL public places except official "houses of worship" since May of 2008. Even Colorado Springs (Home of Focus on the Family and 100 other Conservative Religious organizations like them), must comply with that Law. And contrary to what illogical fear-mongerer would have you believe, nobody's been attacked in any bathroom, dressing-room, etc. since the implementation of that law. So the fear-mongers are not really dealing with the TRUE FACTS of the matter.

What I find remarkable about 'Republicans' is that in someways, they aren't conservatives at all. Specifically the ones who claim want more individual freedoms, yet go out of their way to oppress the freedom of others based on religion.

Fun fact #1: "In God We Trust" wasn't the USA's official motto until 1956. During the height of the Red Scare. The original motto of the USA up until then was "E pluribus unum" - out of MANY, one.

Fun Fact #2: Related to #1. "Under God" wasn't put into the Pledge of Allegiance until... 1954.

Just like today (55 years later), Americans when they feel 'uncomfortable' or 'intimidated' revert back to irrational behavior (i.e. refocusing on religion and imposing it on others) rather then dealing with reality.

Minds are like parachutes. They work best when open.

The anger and the nastiness from those supporting this really says it all. You can tell they don't feel as though they are normal. They should be going to churches to get help (and those churches would certainly help them, they go out of their way to help people with other problems).They instead try to get absurd laws put into place. Unfortunately, those laws do not change the fundamental problem. It will not make them feel better, it will not change public perception. They know this is not normal behavior. They should be getting counseling to help them overcome this mental illness.
As I indicated in a prior post on another board:

The country is 15 Trillion Dollars in Debt. We have a growing number of UNEMPLOYABLE people who cannot speak proper english, have very little education (in spite of trillions of dollars used for this), have no skills and no desire to improve their situation. Why are our lawmakers not addressing these issues?
When will one Democratic Lawmaker make a stand - and say, this is not acceptable. I am tired of this. We will spend no more money on this. TEACHERS, stop hiding behind your union and TEACH. Parents, get off your butt and get involved. I don't care that you work - your kids cannot read!! You should be ashamed of your kids behavior. They are running off the middle class road to poverty and you are the driver! Instead, Democrats, in their effort to keep themselves on the government teat, find the next class of victims to exploit.

My opinion - nice man, meant well, was bamboozled by Dick Cheney, and a disaster as a Predsident. 18 to 20 year old kids going to war and coming back with missing limbs and other issues should not have happened. He must be judged by growing the defict also. He is no longer President.

The issue is - how do we move forward? Quirk's vision is to get elected and stay elected. He has no other agenda. He could try to motivate and rally people, demand the best, failure is not an option. Be willng to do what is right. Instead he followed the basic democratic plan - create and identify the next victim class and siphon off votes.
We see what liberalism does - take a look at Baltimore City Test Scores AND the amount of money spent per pupil. The "victim" mentality does not work.

I myself am also (I suppose) a classic independent.
My fiscal views tend to be a bit more conservative, whereas my social views are more progressive. I don't allow my religious beliefs to get in the way of how our government was intended to function.

Congrats to those who are pumped up and boasting victory.... You have accomplished your goal. You will most likely receive a good feel initially... but in truth a very bad law is in the works that will not be able to be administered equally or fairly.
As a result the court system will most likely become clogged even more with frivolous law suits that can't be proved either way.
It's not about transgender human beings at all for me. It's about the creation of more bad law.
If I were pushing a law I would want to be darn sure that it would work for it's intended purpose in the end.
This proposal has already failed regardless of what these elected public servants vote on... bad law is a failure and that's what you have here.

Exactly Buck. Anita - thank you for staying on this. I believe most people could care less what people do in the privacy of their home. If Steve wants to be "Heidi" at night and wants to dance to Wham, who really cares. If someone wants to dress up as Barney and dance to George Strait, who cares!
Here is where the disconnect is. The liberals in their lust to divide and identify groups for their voting block give no thought to how society as a whole is affected. We are all rightfully so judged by our public behavior - because yes liberals, your behavior does affect other people. If you are a guy who dresses up as a woman with a beard, you are going to be judged by society as you are affecting society. This is true with or without a law. The comments by some of the more nasty folks to Anita clearly indicate they don't understand this. I wonder were they ever part of a team, sports or otherwise, where you do things to help the team. If you are working for the betterment of the team, your greatness and your values will come out. You realize it is not about you. It seems their sadness of never being part of anything brings out such anger in them - and getting this bill passed gets back at all of the people who were on a team and did not pick them on their team. The sad part is they will still be unhappy.

He was at the hearing speaking out FOR the bill. I don't hear anyone getting upset about that, now that the tables have turned.

Another thing, I think it was really lousy of humanist to try to destroy the man who testified that he didn't like the bill. This is the kind of hateful, threatening tactics we've seen from the proponents of the bill. The LGBTQs testify that they are such a nice group of people. I've seen nothing but the opposite....hate mail, death threats, and now trying to destroy a man just for speaking his mind.....just as the rest of you had at the hearing.

I have to give libs credit. They have a mission. And whatever they need to do to accomplish that mission, they will do. Lie, steal, cheat, slander, do what needs to be done.

Everyone knows libs have ruined our cities, but will they take any blame? Of course not. Next mission, turn the United States into a country of victims or special groups that they can use for a coalition. Hence - this is on the agenda. Their concern for this group is only to mobilize the base, nothing more. They have been winning the narrative, but in November, let's see what happens. If Republicans do come into power in November, be just as vigiliant. We won't be fooled by your team letter "R" or "D." If you are a Republican and pull this type of BS on the right, you will be out next election.

Put your money in the swing states for those politicians who support your views. We may not win Maryland, but we may as a whole be able to get our country back.

Sorry, David. I'm just a bit grouchy from all the attacks. I don't like having to use taxpayer's (mine & yours) dollars to get a police escort to these council hearings. They're a mean bunch. Two cross dressed men tried to intimidate me by following me into the ladies room Tues. because my police escort was a man and couldn't follow me in there. I don't know what they expected me to do, scream or something? I think they were hoping for another Chrissy Polis routine.

As far as Congressman Andy Harris goes....I LOVE THE WORK HE DOES FOR US AND HE'S GOT MY VOTE AGAIN, and given the opportunity, I will volunteer to help him get re-elected. Nobody pays me to do what I do. If I believe in something I'll do it and nobody will stop me. Ask my hubby of 40+ years. We need more like Andy Harris in DC to counter all the reckless spending by the Libs.

FYI...I'm just a granny who is sick of government control and it's lousy that the BCCouncil Democrats want control over us and our children. They should stick to community repairs and budgets and the like and stay out of social issues. They are way overstepping their bounds with this one.

And changing the law wiill help you how? You have indicated all of your problems. How will a law change you? You have been "played" by your liberal representatives. They have no plan to put people back to work, they are unwilling to make government run better. Patronage jobs on the public dole no longer exist. Even liberals suffer from our terrible financial leadership.
What do they do to sure up their base - find the next group to protect. Rile up the base, make them forget they have no economic plan. Run the clock out on all of the legislative sessions with these types of initiatives. Bring in the "militants" that will stop at nothing to accomplish their goals. See Anita's notes regarding their behavior.
The problem is the vast majority of society sees this and instead of wishing you get the help you need, they see the "miiitants" who have no interest in the betterment of society. So now, your group will be looked on much differently, much more negatively. You will feel more isolated from society because of the militants.
However, the libs are able to firm up their base, to move the topic from their non existent economic plan to "social fairness."
Libs stay in control, but your situation worsens. This is what happened to our inner cities under lib leadership. Be wary of any politician that wants to help you- Republican or Democrat.

"And changing the law wiill help you how?" this question has been answered over and over. you need to go do homework and look it up for yourself. but the answer is it will provide equal access to the law regardless of whether children have same-sex parents or opposite-sex parents. And to answer it in another way, I have been asking for equality under the law for 20 years now. If we just do it, maybe i focus on my business, grow it and hire a few people. That would move us in a positive direction with respect to both of our concerns.

Anita, why do you keep recommending the Sex Disorders Clinic at John Hopkins? It was started by Paul McHugh, as you pointed out on another thread, and had as one of it's first purposes to protect child molesters and train them to evade prosecution by law enforcement.

"McHugh…is the man whose report to the court in one case stated that a defendant’s harassing phone calls were not obscene - including the call that detailed a fantasy of a 4-year-old sex slave locked in a dog cage and fed human waste. At least eight men have been convicted of sexually abusing Maryland children while under treatment at the “sex disorders” clinic McHugh runs at Johns Hopkins University School of Medicine - abuse the doctors did not report, citing client confidentiality. When Maryland law was changed to require that doctors report child molestation, the clinic fought it and advised patients on how to get around the law. The memo to patients suggested that molesters report their pedophilic activities to their lawyers, who could in turn tell staff; attorney-client privilege would then protect the molesters from being reported. This memo was fully approved by the boss - Dr. Paul McHugh…”

Btw, he went on in 2000 to be brought in as an adviser to the Vatican right about the time the priest molestation scandals broke...

So is the "guy with a beard in women clothing" an assumed woman taking testosterone or an assumed man taking estrogen?
A: Could be either. Do you prohibit both from using any bathroom, then? Where do they get to go? What about a woman with PCOS that has facial hair (a beard) because her body produces too much testosterone on it's own? Does she get to use the women's room or will she be forced to use the men's room?

Sounds like just so long as someone looks like they fit in, they are allowed to use the bathroom they are in. Is that about right?

You must've forgotten that the whole reason we had founding fathers to begin with, was due to....wait for it....religious and social oppression!

Dr. Trudy Block-Garfield, a forensic psychologist, took the stand at the Broward County Courthouse on Friday to testify for the defense's case. She said repeated incidents of sexual abuse left Wimberly with deep psychological scars. "The incident occurred between the age of 4 and 5, then it was somewhere between 5 and 6 by someone else, 11 and 12 by another person, and then around the age of 12."The prosecution argued that Wimberly is a threat to the community.

1. I don't believe so, I think the furor is though.
2. Didn't provide cover for tax increases. Does provide cover in non-election year though. If it goes to referendum, pols are off the hook either way.
3. Nah, they vote democratic anyway and the national republicans are providing energy for with social issue focus.

Kenny -- Despite the lies and the perversion spewed by degenerates like Anita and her cult of hate, a transperson's going in the toilet for one reason only!

Back in the spring of 2009, my community of Bowling Green, Ohio had to face the forces of darkness cowardly hiding behind the bible because a cabal of hatemongers were claiming that their religious beliefs trumped the Constitution and all the civil laws.

They made the same sick and perverted claims made by these self-same bigots in Baltimore, and guess what, darlings? NONE OF THEIR CLAIMS HAVE COME TRUE! There is NO instance of a transperson going in and assaulting or molesting *anyone*! The truth is what happened to Chrissy Lee Polis is commonplace.

Another truth is that in just about everywhere the Christian Taliban stirs up trouble, there's a dramatic rise in hate crimes reported to the police, caused by the rhetoric of hate, fear, and bigotry spewed by these so-called "pious" people.

My point is, how are we to know who is actually a Transgender and who is just a peeper, a rapist, or whatever in a dress to get his jollies. We can't tell, can we? Will we be lifting men's skirts to look underneath to make sure that thing has been changed? That will go over really well with more than fights going on in bathrooms and locker rooms.

There still has not been 1 logical explanation of how this poorly written law will benefit transgender human beings.... most of the stuff submitted by those that want the law has nothing what so ever to do with providing equal access to protection under the law.
A lot of information about transgender human beings has been presented, and I now have a new and different perspective...
I have actually lost some respect.
I would like to think that transgender human beings would have the ability to present a clear, easy to understand reason for the need rather than remain locked into the defensive posture.
This is one of the worst proposals ever written, weather it passes or not. Very weak display from elected officials.

If a trans person is using the women's bathroom then they identify as a woman. And the fact that you would exert force over another human being for using a bathroom that coincides with their gender representation is sad and horrifying. This is exactly why a bill like this needs to exist, because people are unwilling to understand or educate themselves on these issues by reading, not political arguments but academia and research about these issues, so measures must be taken to protect the rights of those being threatened by physical force. Exactly what you are doing. Your right, what something bad has/is happening in this world when we excuse and justify violence on another human being because we refuse to understand what they are going through. As a young person, who intends on having children in her future, hopefully won't have to home school her children one day unless sentiments of violence and hate like yours run rampant. My children will go to school because they will be the example to set for their peers to love and show compassion to ALL others. I hope one day you will learn to do the same.

Thanks, Carole Miller for you sentiments. You know I never thought I'd consider running for public office until now. This has got 2 other people I know of considering it in other districts that need cleaning up.

David Marks is my Councilman and I know he's working feverishly on amendements to make this bill work. I just paid him a visit today to find him at his desk on this. I hope he can come up with what we want that Quirk and the other Dems will accept and at the same time delete the dangers in this bill, or this WILL go to referendum.

Ditto to Wade Koch. Caling gets the answering machine and If you e-mail him, you get the same pat reply he gives everyone. These liberal legislators either don't stop to think or just don't care that they are selling their souls to the devil with stuff like this. They need our prayers.

Gen. 1 & 2 - we see from the beginning that the complimentarity of the sexes reflects God's inner unity and His creative power and Fatherhood. God created man and woman to become one flesh which is consummated in the act of marital love.

Are people not aware that if someone wanted to go ahead and enter a bathroom with the intention of assaulting another human being they already can? Last time I checked there wasn't bathroom patrol monitoring who does and doesn't use a particular bathroom. The issue of people entering a bathroom to abuse or assault another human being is a separate issue ENTIRELY of what this bill proposes. This bill seeks to protect trans individuals from being the VICTIMS of assault. If you want to prevent people from being assaulted, regardless of gender, we must change our culture not seek out scapegoats. It is our society that must change in the way we understand rape and assault. Rape, for the most part is NOT about attraction, it is about asserting power over another human being. If we are truly worried about this, we would actually tackle that issue. What this bill would do is provide trans people the chance to use the bathroom that reflects their gender presentation without recourse. It is not YOU that needs to be protected from them, but them that needs to be protected from YOU. Many of these comments are saturated with hate and a gross misunderstanding of what it means to be a trans individual and what it is like for a trans person living in a society that for some reason can't comprehend that gender is a social construct.

I know someone can enter a bathroom already to assualt someone. This bill is AN OPEN INVITATION TO DO IT and not just bathrooms, but public showers, locker rooms....you name it. Any place with "Women" or "Girls" now on the door is OPEN SEASON.

A Trans idividual has not necessarily had the sex change surgery. In fact, most have not had it done. It's expensive...about $100,000. That's why they want this in health insurance. Right now it's elective and paid out of pocket. Can you imagine what this will do to everyone's insurance rates if this happens?

I still say, if someone has had the sex reassignment surgery, and has gone through the required psycho and hormonal therapy and passes the test with their Doctors to be deemed the opposite sex, common in to the public accommodations with me. btw...that can take up to or more than 2 years.

Until then, men keep your tools that you hide under your dresses out of these areas. It's as simple as that. No debate.

Your daughter nor anyone else would see anything unless they were peeking into someone else's stall? If a man would come into the bathroom and do something that makes you uncomfortable like making advances you have every right to notify authorities. You tell the difference of who you need to be concerne about if they actively threaten you. So you propose that a trans woman who for all intents and purposes identifies as a woman but has not transitioned be required to use the men's room where they risk the harm of being beaten up? Or they use the women's room because well they identify as women. Use the privacy of the stall and still are threatened by physical violence? Again. It is obviously not you that needs protection from them but them that needs protection from members of this society who feel validated and justified in presuming that they would assert physical violence over someone that they either cant or won't understand.

I just wanted to thank people like Anita, Buck and RMI and a few others here and in the other thread and at the meetings. The vitriol with which you've flavored your intolerance and ignorance regarding the condition and the legalities of equality has provided trans advocates with more than enough ammo to help pass laws in other locales.

By the way, it also makes for a wonderful example when explaining to future lawmakers that so-called self proclaimed Good Christians actually want nothing to do with the teachings of Jesus or the Word of God. See, I've spent decades studying the Bible and other Christian documents. Was taught by amazing Biblical scholars. And you know what? Your hatred of trans people not only goes against the whole, "love thy neighbor" basis of the NT, but also against three lengthy passages that proclaim God holds a special place in heaven for trans people, in the OT/Hebrew Bible, Jesus' Word and after he'd Risen. It's actually that explicit, there's no interpretation needed, and they cross reference (a big deal in Bible study). If I were you, I'd start reading. But you'd probably rather continue hating for the sake of it. For shame.

I have never mentioned anything that has to do with god or religion. Nor have I made any derogatory comments regarding transgender human beings... at all.
The stand that I take is strictly about our elected public official servants wasting a hell of a lot of time creating a law that will not be able to be fairly enforced...a weak or bad law does more damage to the transgender cause than a law with a solid foundation would. This is a fluffy grey attempt to passify a very small minority in our society. The law as it is written today, simply will not work for it's intended purpose. You, as most people that have commented tend to go off on some sort of name calling, finger pointing tangent that accomplishes nothing positive.
If the transgender population wants more protection from the vast majorty of the population, I would suggest that a better job be done by elected officials.
This is not a condition that can be legislated away.... this law will be less effective than speed limit laws.
Take a bite of the new Almond Quirk law...maybe read it..?, and then tell me you actually feel safer.. A bogus law of illusion that has wasted lots of time at best.
The pacifier passing will be the perceived victory for transgender human beings.
I'm amazed that you guys have settled for so little....you deserve better.
Regarding the bible and religion....reading and wars....the spirit comes from within, and I'm ok with mine.

Speaking of the Bible, I just got back from my Bible Study Group....we meet every week, not including the time we spend in church and doing God's work.

At the work session Tuesday, I almost jumped out of my seat and yelled "blasphemy" when the Transger testified that Jesus Christ "denounced" the old Testatment. Every time one of the LGBTs gets up and quotes the Holy Scripture, it's followed by some twist to make it sound ok to suit their purposes.

If you want to quote the word of God....this is what God said about homosexuality. Be sure to read all the way down the page past the line, too. I go by the Word of God & Jesus was God. Hi, Buck. Yeah, I really was formally a Biblical scholar although nowhere near the level of some of my teachers. My family has always been deeply devoted to the Catholic Church, so it was only natural that I took advantage of the gifts of my Jesuit professors. I hope I was able to give something back in return. First thing I learned is that studying the Bible to discern God's will is both so simple a child can do it and yet so complex that some details that appear at first glance to contradict each other take decades of person hours to research, including corroborating with external documents and yes, prayer for guidance.

My apologies, Buck, if I lumped you in with people misusing their own primary text. Insofar as legislators wasting time and money on unenforceable legislation, well that's often what equality bills are. There are no bathroom patrols that work out of the police department. But having a law that protects people isn't intended for that sort of enforcement, is it?

Anita, this has nothing to do with sexuality. If it did, there'd be people railing against gays and lesbians being allowed to use restrooms out of fear, too. But they don't always look different enough, do they?

Completely off track, but the part of whole point of Jesus' ministry was that he was actively opposing Hebrew traditions, including the Hebrew Bible. His whole, "love thy neighbor", his (by today's standards) Leftist, Progressive, Socialist politics and teachings...blasphemy to the Jewish leaders of His day. That's basic stuff, Anita, and crucial to understanding both Testaments and the relationship between them. Unless it's understood, Christians tend to forget the teachings of Jesus that were intended to modify the original Hebrew laws. One place He confirmed the Prophets was when he specifically referred back to one of my favorites, Isaiah, and confirmed that God wants us to include trans people of all forms in our Love and in the Church. It's backed by another very lengthy passage in Acts that refers to both the prior ones. That's a powerful message, not just a one sentence proclamation against women wearing pants. Insofar as Genesis goes, no human is purely male or female, man or woman. There are men with female bone ratios and women with so much testosterone they grow beards (and 100's of other examples). But Genesis and Deut.32:1 was why Jesus confirmed Issiah, to clarify God's Will. As was the purpose for much of His Word.

I am a Methodist... After many years of intense study of the Wesleyan theology, I came to understand where the term Methodist came from....what ever method works..
Religion is man made, not God made, and is~ has been the most divisive structure on this planet. Differences in religion or religious beliefs have no place in this matter.
I would suggest a more caring, loving approach in sharing your well studied, well versed opinion of the matters at hand here.
This situation has nothing what so ever to do with religion, and the fact that it keeps getting thrown in the mix here seems to be a surrender to facts associated with this very bad law. God would never smile at this silly behavior.
Each time you read the bible a different meaning or interpretation can be found.... because a certain "method" of interpretation works for you, does not mean that it's Gods law. Religion is not necessarily a good thing.
Please tell me exactly why you believe that transgender human beings are in need of special protection law, that is not currently offered. Why should any group of human beings be afforded special treatment over the rest of the population?
So far...over 135 comments... not one person has made a solid argument as to why special treatment is necessary. Quirk, Almond have their heads stuck in the sand at this point. Why, If this is so darn important, have they not provided some input to this blog? Weak leaders without the facts to justify their inappropriate actions..

All this brouhaha over using the bathroom!! If a transvestite/transgender went to the men's room, she's gonna get beaten up. Now, they dont want to let her in the ladies room. Where's a girl supposed to go to use the toilet, for heaven's sake?

That's the point......most TRANSGENDERS AND NO TRANSVESTITES ARE GIRLS OR WOMEN. THEY ARE MEN IN WOMEN'S CLOTHES or if you want to see it from our perspective, WOLVES IN SHEEP'S CLOTHING.

Where do you think they've been going to the bathroom now.....the men's room or unisex bathrooms? They want this open to ANY SEXUAL DEVIANT DRESSED AS A WOMAN TO LEGALLY BE WITH women and little girls not just in BATHROOMS, BUT SHOWERS, DRESSING ROOMS, LOCKER ROOMS, ETC.

So, Donald, to keep you big strong men from being tempted to beat one up, you'd much rather subject the much weaker sex and children to the sexual moods of these men. Click on some of the links I provided earlier on the various cross dress related sex crimes by them and tell me you still think this is silly.

I've done a lot of reseaerch and when I read about how some of them get turned on by the sound of a women peeing in the toilet, I would not be able to go to the bathroom, knowing I could be exciting one of them....let alone knowing some little girl is triggering some deviant sexual behavior.

At the work session Tuesday, they were keeping an eye on me and when I had to go to the ladies room, suddenly one of them had to go, too. I know he followed me in there because of who I am, just to intimidate me into creating another Chrissy Polis incident and used the stall next to me when the one closer to the door would have been more convenient. I got through that, but don't want to again.

Your phone will ring off the hook and you'll get personal e-mails, trying to get you to cancel it. That's what is happening to the person who scheduled the rally.

I’ve wasted enough of my valuable time trying to reason with unreasonable people. I've proved my point and am leaving this conversation. You can all knock yourselfs out now, badmouthing me. You just can't take the truth so you fight back. It's understandable.

I've learned that the only thing the proponents of this bill have is the ability to shout loudly and make the most outrageous allegations against those who don’t agree with them. No amount of documented proof will satisfy them.

My focus from the start has been protecting the most innocent who can’t speak for themselves who will be the most harmed by this...the children.

All that is left is to pray for your misguided souls.

RMI, would you view a demonstration by those that oppose her in front of her home the same way? Demonstrating in front of Mr. Quirk's place of business appears to be an attempt to intimidate him. Demonstrating in front of her home would be also. Mr. Quirk's political headquarters is fair game. If that is the same as his place of business, enjoy your demonstration there.

Details of Occupy Wallstreet activities and the "glittering" of Republican candidates which seem to get a chuckle by the liberal pundits are a bit off topic. But, Mr. Quirk cleary believes his legisltatiion is correct, and his political area is generally very Democratic. My guess is many people are unaware of this proposal. I would think Mr. Quirk would want the attention of the protesters. This would bring more media and more attention to the proposal, which would lead to more support to his bill. So why does he not want this? Do you think he does not want more people reading this proposal?
I believe the demonstration was at his political office, but not sure.

I am intimidated by the fact that reckless, poorly worded, laws will create more problems than currently exist.
Could someone please explain the exact reason for the need of this perceived additional protection?
How does this proposal plan to effectively and fairly enforce it's contents.
Putting the cart before the horse is typical of wanna be law maker with little experience. Seeking facts, not cute little ditties here... has anyone that posts in favor of this silliness actually read the proposal??

Elected public servant officials that create difficult situations with hopes of advancing their own agenda need to be held to the highest degree of accountability.
Takin it to the streets... even home or business is the responsibility of the citizenry.
Allowing too much government control over the personal lives of the citizens leads where?? There is no clearly defined arena in the constant fight for our freedoms.
Freedom is not passed down through generations, inherited, or even gifted. Too many bad laws , do however, tend to erode and diminish many.
