Letter: Dream Act An Unfair, Unaffordable Burden

Del. Pat McDonough urges voters to vote no on Question 4.

 

The burden on the citizen taxpayer will never stop if the so-called Maryland Dream Act is allowed to become law. Let us put aside emotional misinformation and whip out our calculators.

One illegal alien student completing a four-year college program will cost the taxpayers up to $42,000. It breaks down to an $8,000 tuition discount for two years of community college and a $32,000 discount for two years at the University of Maryland.

The advocates for the Dream Act claim that only one percent of the student body statewide will be illegal aliens. That translates into 1,500 Dream Act students per year, costing the taxpayers $63,000 annually. When all four classes are established and in place, taxpayers will be compelled to pay $228 million a year.

All 16 community colleges in Maryland, are currently underfunded. Most of them have increased their tuition rates at least twice during the past four years. Every time an illegal alien student assumes a slot, a reduced amount of funding is suffered by the community college.

As the revenue in college decreases and the student burdens increase, the number of slots available is reduced. “Open enrollment” is based only on revenue availability. The Dream Act will create “displacement” of Maryland student citizens. Last year, about 27,000 people applied for entrance into the University of Maryland. Only 7,000 were accepted.

Presently tens of thousands of American out of state students and foreign nationals pay hundreds of millions of dollars into our education system. They must pay out-of-state tuition fees, which their contributions pay for about 25 percent of the operating costs of colleges, bringing relief to Maryland taxpayers.

The Dream Act student, not having to pay out-of-state tuition costs if the Dream Act is enacted, will displace these out-of-state students, causing a loss in revenue which must be replaced by the taxpayers, tuition increases, or reduced spending.

The amazing fact is that taxpayers, at some point in time, will be paying more than $200 million a year to educate people who cannot legally work in this state or country. It is a federal felony for an employer to hire anyone who is an illegal alien. Even President Obama’s temporary deferment does not provide them with lawful presence or permanent residence. “The Obama memo” of temporary deferment for work permits probably will not survive judicial review.

The Dream Act does not require the payment of taxes. It simply mandates the filing of tax returns. In many cases, illegal aliens send part of their income back to their homelands depriving the American economy of that cash stimulus which the American economy needs. The Pew Hispanic Center estimates that $32 billion dollars is funneled to Mexico alone.

The Dream Act claims that students will sign an affidavit promising to seek out a pathway to citizenship.Under current federal law, as illegal aliens they have no pathway to citizenship available. Therefore, the affidavit which is supposed to be a legal document is, in reality, a useless deception.

The “People’s Petition” collected more than 130,000 signatures in less than 60 days.  That effort was an historic achievement propelled by the people’s passion regarding the unfairness of the Dream Act. That passion will continue on Nov. 6, Election Day, when the voters will support the rule of law, citizenship, fairness, and economic justice for taxpayers and vote “No” to Question 4.

No John. We are trying to not punish children. People 18 or older upon coming into this country will still NOT be qualified to receive in-state tuition. The DREAM Act is for children of undocumented parents. It's not a liberal plot, it's ethics. Why does the USA have such distain for innocent children.
-This is from a UMD student who happens to be a member of a Latino interest fraternity, Gamma Phi Sigma, and is an ally of CASA Maryland and Latino Student Union. I was in attendance when the Student Government Association voted in wide majority to support the DREAM Act. Only 6 member of SGA had no opinion. Oh, and President Loh, UMD President, supports the DREAM Act

Why doesn't he mention how many Veterans would benefit from the law? Maryland allows portions of laws to be put up for referendum leaving the rest of the law intact. Why didn't he do that with the illegal alien portion and the benefits to Veterans intact?

Veterans don't need this law. A non-resident veteran can easily establish residency and therefore be eligible for in-state rates. The real point of this law is to buy votes for the democratic party. By the way, if the parents of these children are discovered to be illegal (aka "undocumented"), will they be prosecuted as per Federal law?

The numbers are irrelevant. Someone who isn't even a legal citizen of this country shouldn't be a discounted tuition.

Instead of trying to take it to referendum, how about they rewrite the act to not give illegal aliens privileges reserved for legal citizens?

I will be voting against every question. Usually, these are bond issues for spending more money that we dn't have, which I oppose. As far as gambling, OMalley was against it totally when he was Mayor of Baltimore, but conveniently changed his mind as Governor. Gambling, in its original form and what was agreed to is not enough. This is fast becoming another tool for the government to get more money for which to spend. They should tie any additional gambling in the future to spending cuts and tax cuts to the citizens that pay taxes. Otherwise, gambling will spin out of control in the hands of the government. Just look at the Maryland lottery as an example.

Why are military and illegals being combined in this question? First off unless you are a resident of MD, then military don't pay state income taxes. They pay state taxes on the state they are from even if stationed in MD.

I disagree with Delegate McDonough. I believe his numbers are wrong.

I coached travel baseball in Perry Hall for 25 years and I had a core principle, never, never punish a child for the sins of their parents. But that's me.

In order for Del. McDonough to arrive at his numbers, he presumes the student/parents would be willing and able to pay the out-of-state tuition rate. I disagree, these are not wealthy people. How many of you would be able to afford out-of-state tuition if that was your only choice? I believe many of your children would simply not go to college.

I will vote for Question 7.

This will only contribute to the cost of higher education going up. As it is now colleges are only letting in out of state students. Good luck getting into MD if you live in state. Next step, the government forces them to take x number of illegals. Then everyone else will pay for it when they pay their tuition. It is going to happen.

It is question 4 though, right? I see people referring to question 7 which is the gambling vote of which I am totally opposed. it exploits those who can least afford it and puts way too much money in the hands of casino owners. Did anyone not see what happened in "It's a Wonderful Life," when Mr. Potter was given free reign?

I just wish it weren't a question of expansion and that we could eliminate it all together. The only beneficiaries are the Cordishes and other gambling pushers.

Wait until these illegal alien parents, in order for their kids to qualify for this subsidy, file 3 or 4 years back taxes. That will immediately trigger a huge RED FLAG in the computers at the IRS and these parents will have to face the charges of tax evasion.
UNLESS there is some amnesty with the IRS that they will be afforded. YOU as an American citizen try to file 3 or 4 years back taxes all in one year ans see what happens to you.

these parents would be fools to face the IRS for tax evasion and possible jail for a few thousand dollar subsidy.

They only have to file for taxes not actually pay any. I read an article saying they can claim as many children as they want that still live out of the country. Half the time we are paying them money due to the child credits. Nobody can confirm this stuff.

The Liberal media stays silent about another amnesty being pressed by Obama in a possible next term and major news is severely suppressed such as the Benghazi murderous carnage. Readers only have to look at the governmental impediments to run the Canadian pipeline of oil supplies to Texas. That gas prices keep rising, because Obama’s liberal Czars think that Windmills, Solar and other forms of green energy could take the place of fossil fuels?

A straightforward adjustment to the BIRTHRIGHT CITIZENSHIP BILL would eliminate pregnant women smuggling their unborn into America. If every parent who slips past our border guards or hops off a plane on our soil would think differently knowing that unless they were citizens, their child could not collect a path to citizenship. Annually around 400.000 women smuggle their unborn into America, attracted by all the free welfare programs including the hospital delivery. The Present law that is driven by the 14th Amendment brings in pregnant woman that has led eventually to the DREAM ACT and hundreds of thousands of kids are passed onto the taxpayer. This seemingly innocent invasion will never end, unless the people of this nation speak up and do something. Taxpayers are the payee for every migrant and illegal immigrant who reaches this country, but the Democrats and GOP just allow it to continue. The only opponents are the TEA PARTY who are slowly gaining headway, inside the Republican Party and ousting incumbents.

What are we getting ourselves into, if President Obama returns to the Capital? The major issue that is a threat to America’s economy is the promise of Obama in approving a passage of amnesty for the 20 million or more of illegal aliens who have illicitly settled in the United States. Both bills are held up and not going the floor, as both political parties are held hostage by the Senate majority speaker Nevada’s Harry Reid and the upper elites in the Republican Party. The public gets no say in the matter as the special interests groups buy their votes.

Illegal is illegal. That is a law. What do you have against immigrants entering our country legally, becoming a citizen, and then sharing all the benefits that all citizens are entitled to. It seems that the issue everyone on the blog is concerned about is the person is ILLEGAL. Will these children follow the law and register for the draft as legal children have to when they become college age? I was also wondering why you call those who disagree with you so many names. You have some information that makes people think and check on, but I have a problem with the name calling. Certainly erodes your credibility.

My family came from other countries. They became citizens, paid taxes, drafted into fighting wars, learned and used English language, contributed to Social Security, and much more.
Why are we even discussing anyone who is in this country illegally. Who cares about numbers. Care about someone breaking our laws, who picket negatively our country, who do not care to learn our language, are not signed up in the event of a draft as our young boys are required to do. Become legal and a citizen, then I have no problem helping their with their education as long as my grandsons get the same breaks and handouts.

What you and others fail to realize is that military personnel who are not MD residents are also included in the Dream Act. So, on one hand, you and many others are all "rah rah rah with your patriotism and views", but fail to address the military personnel.

Many of you haven't even read the entire bill. You rely on radio entertainers and ill informed politicians while hopping on the bandwagon.

By the way, undocumented immigrants pay FICA and Medicare, which subsidizes others. Look at the immigration laws instituted since 9/11 and you can learn why many cannot enter legally. Meanwhile, you can step to the front of the line if you "invest" $500,000 in a business". Read your history as well. This issue existed in the early 1900s as well.

Ron, how do the ILLEGALs you refer to pay FICA. I DO have a business and I am not allowed to hire ILLEGALS. So therefore they do not pay FICA. I have spent more than $500,000 on my business as you easily quote. Those who do hire ILLEGALS them are also breaking the law. I have read the immigration laws. Had to. I also match to FICA the exact amount my employees contribute. I have an employee who came as an immigrant to our country through the legal process. He and his family are great people. I respect him even more that he loves our country and adheres to our laws. He learned our language and his children will probably go to college because he himself is working hard to ensure that. He is the kind of person who DOES contribute LEGALLY to others.

What Delegate McDonough, the entertainers on radio, Professor Vatz and many others opposed to the Dream Act fail to disclose are their views on military personnel, who are also included as part of the Dream Act.

Del McDonough and others have known this for a long period of time. Not one of them introduced a separate bill for military. They only discuss undocumented immigrants, but fail to disclose they are voting against the military.

Vote Yes, if you support the military....otherwise your No Vote is anti-military.

Also, of course out of state students pays lot of money. This was kind of common knowledge. Its not like the price was a surprise when you applied to the school. In comparison to others, this is a slight first world problem. I mean, in comparison to other foreign people who are *really* unfortunate and taking whatever education they can get.

Should work places hire older, foreign people who have been here for a while? No. Because the dream act isn't targeting older, mexicans who do nothing. Its for kids. People my age who don't have a chance.

We shouldn't be subsidizing college for anyone. The consumer of education should select what he likes and pay for that himself.

Get rid of the subsidies and costs would go WAAAAAY down. The only reason healthcare and college costs have shot up so much in the last 30 years is that much of the money is collected, BY FORCE, from people OTHER than those consuming the product. Individual shopping based on cost and worth is largely wiped out.

It's got nothing to do with the military. No one is stopping them from joining the service as no one is stopping those missing out on those slots they are taking they don't deserve from joining the military.

Joining the military is a pathway to citizenship, not a college deal.

Supporting the military. My deceased father, his brother, my uncles and my brother were all in the military. All fought in wars except my brother who served in Germany during the Cold War. I was a cop for 39 years.

these students didn't just show uo.They have been in our school system,part of our community. They are citizens,just without the paper,probably more so than some of the commenters above. This is an easy decision,let them get educated at the in state rates,become even better citizens and start that path to the paperwork everyone is so hung up on.

The bottom line is that an illegal student from
Maryland will pay in state tuition while a kid from any other state will pay out of state tuition. Somehow that doesn't sound fair. I will vote against it , the citizens of Maryland don't need to subsidize illegals to have a college education. Hey,Steve, why don't you pay for some poor kids tuition who was brought here by his parents illegally.

Tim, I understand what you are trying to say, but this sight is set up for this type of back and forth. It needs it to survive. NY Times revenue is down 30%.

As a Mexican-American student @ the University of Maryland and a member of a Latino-Interest Fraternity, Gamma Phi Sigma. This law is fair and is not putting a burden on anyone. I can't believe this state has such distain for children. What is this country coming to? For those of you in opposition, this law is going to pass because the Latino (Salvadoran, Guatemalan, Mexican, and Peruvian) and democratic populations in MoCo and PG county will max out the rest of the state. This law is endorsed by President Loh and the Student Government Association. The only opposition at the vote for SGA was one lonely man against multiple Latino interest groups. Question 4 Now and Forever! Latino Pride!
Last side note: It's "undocumented", not "Illegal aliens"

Truth of the matter is....the gov't turned a blind eye when it needed the cheap labor the migrant workers provided. Then, lo and behold, the economy went south, and suddenly they're a burden. This summer, Alabama passed strict citizenship laws, the undocumented workers stayed out, and the crops rotted in the fields.
We have to be honest about this. We liked them while they provided something we all wanted on the cheap. Now it's time to pay up.

What makes most natural born Americans angry are the Latinos that refuse to realize you are NOW in the USA not Mexico. I enjoy the liberals who want tolerance and are the most intolerant group with their nasty comments toward others. Still convinced they are "double agents", secrectly supporting the conservative side by being so rude and low class. Either that or they are so unhappy because they are the Charlie Browns of the world.
If this does not pass, why don't they pull their money together and sponsor these kids and pay for their tuition and insurance for them? Why don't they think this way? If it is so important to you, put up your own money are assume responsibility for these kids. If they were born here, you can certainly assume financial responsibility for them and if you are a Maryland resident and willing to pay for them or be on the hook for student loans for them, I would have no problem with that. It could be a great way for you to change your narrative - by showing that this works. It may change some minds.
So, certainly, if you put up some of your money, this could work. Are you who support this willing to put up your own money? Based on tax returns of President Obama and VP Biden and review of their charitable activities, that may be a "no."

Thus, all theses kids that we are going to subsidize will not be able to work legally in this country. I think we should also subsidize a masted degree and then we should also subsidize their doctorate too. These kids will need to do something once they get their Bachelor's degree as they won't be able to work

To those who plan to vote for the DREAM Act on Tuesday under the belief that it will benefit our state to have more educated citizens - have you thought about the legal residents of Maryland who can not afford a college education? If taxypayers have money to spare to subsidize college educations, why not use it to help legal Maryland citizens who cannot afford a four-year college education? I graduated in class of over 500 and guess how many of those students were not able to obtain a Bachelor's degree due to the cost associated with attending a four-year college. Until every rightful Maryland citizen can afford to attend a four-year college if they wish to do so, why are we spending are precious tax dollars on anyone else? It is unfathomable to me why those who are probably still re-paying thier student loans, or have kids or grandkids who are re-paying student loans would wish to spend $1 on anything other than easing that burden. If we want to benefit our state, we would be wise to look within, to those with roots in and pride for our State, rather than those who have no incentive to stay in our State, get jobs and pay taxes after they've received their subsidized education.

Parkvillehoney let me tell you something about my family. For multiple generations they grew up living in the deserts of Arizona (all natural-born citizens) until the Great Depression. During the Great Depression they were harassed by racist organizations and had no choice but to go to Mexico for labor and security. In 1945, my grandmother and her boyfriend (my grandfather) with the little money they had settled back to the USA in Imperial County, California. They raise 9 children. They love this country. My grandma was an active farmer union member and my grandfather was a profound cook at a restaurant. They are proud Mexicans and want the best for their children. We can still love our roots and enjoy this country in harmony without bigotry and racism.

The board of education budget doesn't differentiate between "legal" and "illegal" students. California has nothing to do with Maryland. Different states on different coasts with different problems.

Bart we are becoming a socialist nation where the population depends on the government to survive. Tis progressive notion is destroying Europe in recession and Greece's near depression.

Explain to me how we are going to get out of $16.5 trillion in debt while we continue to run up trillion dollar deficits.

The current debt is 115% of GDP. Do you know what that means? It means we are bankrupt face another downgrade and are quickly on the road to a depression.

Explain our way out of this progressiveness and socialism. Do not confuse the two with humane rights. This is economics.

Buzz, although I don't agree with your ascertation that the country is becoming socialist (the vast majority of people have NO real idea what socialism truly is), your debt concerns are on the mark.

However, where I come on this is here: The fiscal cliff deal? It's an abject failure - but not for the reasons the neo-cons would suggest.

See, the CBO suggestes this cliff deal adds 3.9 trillion to the debt in the next 10 years, but while faux news harps on 50 billion here, and 20 billion there of 'pork', the real failing is the bush tax cuts becoming permanent on 98% of the population. That ALONE is what is going to drive about 3.4 trillion out of 3.9 trillion in increased debt.

Our government has failed us because neither party had the nerve to rock the boat and eliminate the Bush Tax Cuts. These cuts should've been responsibly ended the moment we put boots on the ground in Iraq.

Dear Patch Monitors. The posts made by some of your readers are really offensive defamatory and abusive. Your "Terms of Use" state this type of content will not be allowed. I think if a person make derogatory remarks about someone, they should be banned from further posts. I want to read posts about a reader's opinion concerning the story line not stupid posts defaming someone. I think many of the defaming posts border on bullying, which should not be accepted by the Patch.
